With Bulldozer? Not even close.
Ryzen is on par with Broadwell-E on IPC and Skylake/Kaby Lake are minimal improvements.
Bulldozer was worse than Phenom II on IPC and the first gen Core i CPUs and was released at the same time as Sandy Bridge which was a major improvement.
Literally, the only Intel CPU right now that will have a good advantage in gaymen is the 7700K, or the 7350K if you are memeing.
