What program do you use to check your laptop batteryand how long it lasts? Is just using with a stopwatch app it the best way to test it?
I find that I'm getting around 4 hours on my laptop and I'm not sure if that is a good thing or not .

Nah seriously, maybe someone will give you the name of a software that could calculate how much your battery has been used.
Linux can do this by default by the way, but you won't see shit like WHEN will the battery die.
But IMO, you can change and buy a new battery once the battery you are using no longer charges and it turns off after unplugging it.

Why isn;t there an android equivalent that tells you straight up exactly how long it lasted from when it turns on to when it died?

windows key + x, a, powercfg -batterreport, open the html file it creates
Of course it might not have all the information it can get if on an older laptop (say 2013ish) but on microsoft's very own surface pro 4, it gives all the information and charging statistics you'll ever need.
