ok listen here, i have this setup at home (draw related 9000 hours on paint, for real...) and i need to stream media to a tv, an old samsung led 3d smart tv with abandonware as software (2011).
It can play almost all the mainstream media ect with the integrated Plex app so i decided to use to setup a Plex server on my desktop, but when other people are whatching i can't restart it or trust it for other things, so i decided to use the DLNA of my router with an hdd attached to it, but it sucks big time so now i'm thinking what i should do, should i get a silent htpc or something like that and move the hdd or should i try other solutions? what would you do in my situation, i don't have much money so low budget if possible

You need a pretty beefy machine for a Plex setup that will be transcoding multiple streams.
That shitty laptop wouldn't cut it either.

New tv that supports HEVC 4k would be fairly cheap and would work from your DLNA. Most of the recentish TV that come with roku hardware built in can pull it off.
I would recommend just buying a refurbished computer and running it headless as a dedicated plex server though.
