I'm a programmer with many years experience in multiple languages, including x86ASM, C, Java etc.. etc.. and I consider myself a pretty educated guy, but I have a problem I'm struggling with..
How to even begin to approach an automated 'comment bot' that can take a context (tags,title etc..) and generate meaningful comments on something.
I know this is a hard problem, but in case there are any people here cleverer than me, how would you approach this? How would you break it down?

Design a context free grammar for sentence generation. Create a massive dictionary of words for all the terminals in your CFG. A valid sentences are a sentence are a direct result of the CFL derived from your CFG.
Proper and meaningful sentence can be achieved using hidden Markov models for words or variables. Neural nets can also be used at every level of your CFG to decide proper substitution given an input to respond to.
