Overclock it and it'll be ok. It all depends on your definition of bottlenecking. You'll get more fps with Skylake/Kabylake and the upcoming Ryzen, but it's not a huge difference for the most part. If you're aiming for 120Hz or more, a better CPU will give you those extra 10-30 fps you'll need to maintain 120 fps in some games.

Bottlenecks are dependent on what you're doing. Assuming you mean gaming, even then it's not gonna be the same for each games. A lot of RTS games put more stress on your CPU while not being very taxing on the GPU, a lot of other AAA titles will be vice versa (Tomb Raider will benefit muuuch more from a GPU upgrade than a CPU upgrade, for example). Generally speaking, though, CPUs haven't come that far since the one you use, so it'll "handle" the 1080 just fine. But if you're not gonna be using it to push anything at 1080p@120/144 Hz or 1440p+ resolution, the 1070 would probably be plenty.

It will run it without a problem. Even a 1.gen i7 will run pretty much every game today with good fps, even better when overclocked.

If you want more cpu power, overclock it. (may require you to get a better cooler, depending on what you have now)
Those AIO water systems with 2x120/140mm rads are quite decent.

Or spend $500+ on a new setup with only marginally better performance.

You can get some extra fps here and there but generally, no.

Search up reviews on your ram to see if it will overclock, if it does by a good margin (like 1600mhz to 2133 or 2400) go for it, if not its not worth it.
