Just click on the Opacity value and enter a number. It automatically generates a keyframe.
If you want the behavior of Sony Vegas, use Sony Vegas or setup a Hotkey.

Its true that the workflow is much better in vegas. I take more time editing in Premiere but it renders my whole projecta in 20minutes (vegas takes 2 hours for the same result).
