I don't think that's what's happening.
I usually play from wifi as I take a shit, like right now, or I post from Verizon. Verizon's mobile IPs, as far as I know, are shared with FiOS IPs, and when there was that Verizon rangeban a month or so ago, FiOS users were complaining about it too.
I'll say this though, the chances of images being slow as shit is about 25% for me, on desktop.

Or it would have to be some niche board that 4chan does not have. 7chan was ever popular only because the r34 board (then paheal came online and that was the end of that), and currently the flash board (because -8 posts there). Likewise 420chan is only popular for the lack of dmca and the drug boards. The only popular boards on 8ch right now is the loli one. The only ones for plus4chan was pco, and that is effectively dead now that incog fucked off to patreon.
