The easiest way to submit patches is to create abug reportunder "Patch Submission" containing the patch files and some additional description of the issue you are trying to resolve. For example, if your changes fix a particular bug or addresses an issue reported by a code analyzer (Coverity, etc).

wine is rather 'purist', they only accept things that improve accuracy
Nine in theory isn't a problem from a purist point of view, it does intend to faithfully implement direct3d9, as far as i know
i've been using wine with nine support patched in for quite some time now, it's great

This was commented on months ago by the Wine people. They're unwilling to merge it because it only works for AMD cards on the Mesa driver (unstable support for Intel)

It's faster to run a game with native implementation of D3D than to translate D3D to OpenGL on the fly.

They won't merge it because it only works on Gallium mesa drivers of which AMD driver is the only one real contender while WINE targets both Linux and macOS with its D3D -> OpenGL translation strategy.

G9 is already part of mesa so it's just a matter of time until it gets merged into staging.
The latest AMD and Intel GPUs work just fine with it. Nvidia is obviously out of question as nobody uses the foss drivers but since their OGL implementation is so strong you'll get similar results with CMST enabled anyway. There's no reason not to merge it.
