How come a new "popular" torrent site doesnt rise up?

How come a new "popular" torrent site doesnt rise up? For example, history gave us Limewire, isohunt, then TPB, then KAT. Why has nothing popular arose yet? Or is the age of torrents finally done?

More like Google Docs. People who can't afford MS Office are quite happy using Docs. Hell, my school gives me free Office and I still use Docs instead of Word for everything except my resume.

KAT spent a lot of money improving its site/system to become the most popular public torrent site.

KAT successors havent spent as much ...yet.

Even a new KAT has arisen but they need to invest a lot to be half the site the old KAT was. It will take several years for a KAT successor to arise
