If encryption is disabled you can boot into recovery, open the terminal, point to the main hard drive, and issue a few commands to disable nearly all system security. That includes kernel protections too. You can also enable the root user from there. When you boot to the main OS you'll have an option to log in as an alternative user. You can log in as root from there. This works on OS X 10.12 last I checked.

This is why I installed GNU/Linux on my Mac and encrypted with Twofish and LUKS.
