Increasing the size of the underlying array will increase the memory used but also decrease the chance of collisions, thus resulting in faster lookup times. Likewise, decreasing the size of the underlying array will result in less memory being used, but a greater number of collisions and thus slower average lookup times.

CPU cycles come at noticeable power consumption that results in heat whereas RAM won't really matter very much.
But just as importantly the nature of most software is such that you don't want to drop it off the CPU just like that, whereas you can basically do that with buffers and cache.
