It opens in about 1.5 seconds on my laptop, however I leave the GPU Indicator Tray app running, which keeps the Nvidia control panel in memory (so does allowing the NV settings context menu to be loaded).
The only thing that takes a long time is changing per app settings IF it has a built in profile with the driver. Deleting the Profiles with nvProfileinspector and making my own solves that issue.
