I personally have data caps on my phone line.
We pay for a plan that includes a certain amount of "free calls", certain amount of "free data" and so on. My bill is determined by these numbers.
But I have wifi everywhere I go, so there is no reason to pay for more data, and an unlimited plan would mean a more expensive bill.
Regardless of what plans I have seen, they want the people who use the service the most to pay the most.
If anyone can point to a single case where this isn't true, please do.
