Everyone know the whole "microsoft loves linux" things is just a PR movement to justify they used in the past a lot of anti competitive tactics and thrash-talked it a lot but now they're using it a lot and porting their products to support it in areas where they already lost hard like the server market. This way their fanboy can use the argument that "The Nadella's Microsoft is a new and different Microsoft" to shut up the voices of people warning about microsoft's past deeds. The average joe will don't care or question it anyway.
At the end my gut says that when says this they keep using their old good astroturfing tactics.

"Microsoft tolerates Linux" is probably a better description of what is going on. They're being cautious about what parts of Linux they support, trying to keep it strictly a one way path to their ecosystem. They haven't contributed any part of their OS to the open source community, only some stuff that isn't really important to them like the javascript engine for their increasingly irrelevant web browser and specific parts of the .net framework and also HyperV support so Linux runs their OS properly.
