I've been searching and failing. I thought HandBrake could do it, but it doesn't seem like it.

mkvtoolnix. Mux to mkv and then split however you want. It can only split on keyframes for video though, so pray that whoever encoded it didn't use infinite keyint on a video without any scene changes.

Avidemux is great for trimming and cutting up mp4s without re-rendering. Been using it for years
You can trim any audio or video without reencoding it easily. However, the timing is imprecise. I think you can only cut it at specific times that are related to keyframes. If you are not doing any fine cuts like this, you will get smooth fast results.$ ffmpeg -i input.mp4 -ss start_time -to end_time -c:v copy -c:a copy out.mp4

When I didn't have time for rendering I'd genuinely just open up VLC and record the parts I needed
