Technicians aren't known for being technically skilled, they're pretty poorly paid especially if it's in education.
All the smart people who know their shit don't waste their time managing college systems, they work at large corps as sysadmins, sql and the like.

The technicians in my high school found my local game site hundreds of students were passing around in a zip, they wanted the password and nobody would give it to them, they could have bypassed it by disabling JS but they instead spent the entire day interrogating students.
These people cannot troubleshoot problems created by 15 year olds, it makes sense that they wouldn't be in charge of managing anything that requires technical ability.
