I have hired a 15 Mb/s internet packagem but my speed averages at about 4 Mb/s, I intend to sue the internet provider, but I need a record proving the speeds, is any program out there that can monitor and keep track of the speed 24/7 so I can have a record? Like ookla but full time measuring

Your provider might be getting around this by saying "Up to 15 Mbps", which includes everything less than 15Mbps.
