Phonecalls are increasingly useless these days. People often don't answer calls (especially on their own mobile phones) but then also don't check messages in a timely manner. You use a phone over a computer because it allows you to use it while moving towards a meeting or to arrange a meeting.
In person conversations is the best way to communicate.

Phone calls are very close to this, personal, yet time efficient.
When you are having a phone call, you cannot talk to someone else at the same time or ignore the person you are talking to.

I agree that smartphones have made it harder to answer calls, I personally never failed to answer the phone before I got a smartphone, now I miss ~33% of calls and I have to call them back immediately.
