Which one is a better deal?

The normal price for i7 here is $410, and $280 for the i5, thanks to taxes.
I'm probably not going to replace it within the next 5 years (this one is going to replace a Phenom II 965).
Except browsing internet and watching videos, I'm mainly programming (better compile times would definitely help) and playing games.

Phenom was much cheaper and even the i5 went over my budget back then. I live in eastern europe and everyone here makes 4 times less than in USA, while the hardware is more expensive (as seen in the OP).

Is this CPU a meme or not? I've spent the last few days researching it, and all I've been able to determine is enthusiasts basically ignored this chip because of when it came out and its availability issues, and that kaby with very fast DDR4 is comparable if not outright better.

It's a CPU that cost more than the 4790K but less than the 6 core CPU while performing above the 4790K even though it's only 3.2GHz.
Thanks to it's 128MB L4 cache it is a real monster and it's also the CPU with the fastest iGPU beating all of AMDs APU when it comes to games.
