Is there a difference between software vs uefi/bios for changing clock speeds and fan profiles? Is there a chance for the software to crash with no survivors?

Can a BIOS crash? Yes, it can. That's why motherboards have a dual BIOS these days. In the old days, if your BIOS became corrupt your motherboard was a brick. Throw it away and buy a new one, or hope it's still under warranty and you could get it replaced. Now, if one BIOS becomes corrupt, you have a backup BIOS that can keep you alive.
I prefer using the BIOS to control my profiles because it's just always there, and I don't need separate software to do it. It's all part of the BIOS. For some people booting into the BIOS to make changes is a nuisance, but it literally takes 5 seconds to boot up today with modern hardware.
