Will this give me 120hz? I have a 144hz monitor but my PC only has HDMI ports for some fucking reason

Cable doesn't matter, the version of the controller is what determines refresh rate capability. Unless your monitor and gpu both have HDMI 2.0 or better you're stuck with 1080p 60hz.

People will simplify identifying HDMI versions by referring to the port, i.e. "it has an HDMI 2.0 port," but in reality the cables and ports are all the same. The actual difference is the microcontroller responsible for sending and interpreting signals.

For example, I have a 144hz capable 1080p monitor, but it can only accept that signal through either display port or dvi-d. It has an hdmi port but cannot accept beyond 60hz because it's not 2.0 or better. Likewise my GPU can output 1080p144hz through display port or DVI-D, but does not use an HDMI 2.0 port or better and is thus also limited to 60hz through HDMI.

I don't know how to clearify this any further so if you're still confused I suggest drinking bleach to improve cognitive function.
