It does not. I can play the same videos in MPV as I play in VLC and they don't suffer the random garbling like it bypassed a key frame and turns green. They work fine in MPlayer as well. OP probably has ffmpeg 2 installed instead of 3. I tried stress testing mpv on macOS using a 20GB rip of Nausicaa and I had tearing which went away after I updated.
