How viable is it to be a craigslist technician? Removing viruses and speeding up people's computers. Installing pirated Windows 10 and office 2016 onto their laptops?

Probably not viable at all. Any college students can just go to the college to have someone wipe their hard drive to remove viruses, and old people aren't going to think to check craigslist. Also, chances are that there are plenty of people in your area who already do the same things you want to do better than you do.
Still, it's craigslist, so you could just put a notice out there and see if anyone bites. And even if they do, you can turn them down if you change your mind.
