Can confirm, my G62 hits 60C when browsing firefox and that's after replacing the thermal paste. It was much higher before that! To be fair the paste had cracked, but even before then my autistic flash games would force a thermal shutdown sometimes

If no process is doing some heavy task and it lasts forever, then it may be an issue with drivers that control the fans (is every driver installed?). I guarantee it's not because Windows is not optimized, as starting from 8, they optimized the GUI code. Even 7 shouldn't be using much CPU with no heavy tasks running.

It's running updates, it's scanning the filesystem for errors or it's running antivirus. Leave it running for an hour and it will be normal.
