Basically its when two elements in your code (it may be classes, interfaces, etc.) are very dependent on each other, and making a change to one almost guarantees you'll have to make some changes to the other.
It's not necessarily a bad thing, but it does make your code less flexible, and whenever you change anything substantial like a method interface, chances are you'll have to change plenty of other things.
I recommend reading Design Patterns to anyone curious about these things.
