Do you know what Raspberry Pi is? Orange Pi? Banana Pi? Everyone and their brother makes mobile ARM CPUs. You just pay ARM some fee and you are good to go. Those CPUs might be crappier than those top tier companies make, but If Google decides to make a mobile CPU they'll have no problems doing so.
