You'll have a better chance of getting good, usable information about privacy and security on smartphones from the various other sources out there than the US government. Particularly because if you really want privacy you wouldn't be carrying a phone. Unless having your service provider sell your location data to advertisers somehow is okay within your "privacy" wants.
