I'm in the process of building a new PC and giving my old one to my GF. Problem is she has no hard-wire internet options available, modem is in the basement and PC's gonna be 2 floors up. Everythings wireless in the house, no wires going from the router upwards.
I wouldn't want to go wireless regardless, but it doesn't help that her wifi signal is god awful from where her PC will be going, like reminiscent of dial-up speed.
What other options do we have? I considered an access point but I don't think that'll do. Would ethernet to a power-line adapter provide a significantly stronger signal? Any other suggestions? Apologies, I'm a little clueless.

Powerline varies from house to house but when it works properly it's almost as good as Ethernet.
get a dual band router and install ddwrt on it. one radio can act as a station, and the other as an access point. it will create a bridge. I've got a DIR-835 wired to my laptop because I wanted better connection speeds. Just plant it on the second floor and configure it as I mentioned. This is the most reliable option. Make sure you set the access points to use a narrow band on a less crowded channel. I won't explain this any further. Figure it out.
Run cat6 and buy an access point you fucking ape. Jesus christ. It's not that hard.

except that everthing on a powerline network is in one collision domain, it's basically a hub. if OP's gf is the only one using it, it won't be too bad. But if there are several nodes using it you're gonna have poor performance due to constant re transmissions from collisions.
