The i7 6900k, and the entire i7E line for that matter, do not operate at their full TDP unless running heavy AVX ops loading all cores. Under typical workloads they only draw 100-110w.
All Zen based parts are Samsung's 14nm LPP being run at Global Foundries Fab8 in NY. GloFo will not offer a 10nm process, instead they will be running IBM's 7nm SOI FinFET.
