Because the server delivers you the content it received, you're not the one receiving it (and potentially blocking it) directly. The first website to allow users to filter this kind of content per country will be shamed publicly.

Because when you block one person from say, Facebook, you are blocking the username, the account in the FB database. To block a whole country you'd have to block a series of IP adresses, and as I said, the first website to give that option to its users will be publicly attacked from every side.
