1050 Ti is near pointless as upgrading to a 470 (maybe 1060 if they do a big rebate) is best. Vanilla 1050 or 460 is pretty shit even for the most thrifty of budget gaming builds.

Passive cooled is fine but objectively unlikely with this card. The first red flag is just how big the heatsink is on it. Where would I want passive cooling in the home? ITX? How is it going to fit? Second if I'm splurging on my uber ITX build for HTPC/Steam whatever why would I buy the 1050 Ti? There are Nvidia and AMD options that are liquid cooled OOTB and likely fit just as well or better. Third if it's a budget build ITX the last thing you're going to do is buy a 1050 Ti as that cuts into your CPU/mobo/ram/case budget. If anything you nab a 1050 or 460 near $100.

These numbers are unlikely. I know the XFX cards are more efficient, but that would be some absurd difference between reference.
I have rigs full of 470's doing opencl work which are undervolted and underclocked and they still pull more than ~80w each.

Checked out the video.
He's only measuring the estimated wattage of the die itself, not the full card which can be fairly inaccurate.
Considering all mine are running at 1050Mhz @ .9v and they still pull 85-90w (total draw) I think the video is a bit misleading.

Well that's what they suggested in the review (to have a few case fans). In that case however, it somewhat defeats the purpose of diy-ing a passively cooled card if you're not gonna go all the way and have a pure passively cooled system. That being said I'm not a gamur so I wouldn't know how loud GPU fans are compared to case fans. I would ask the question though what would be better between a passively cooled card + case fans versus an actively cooled card (blower or open air) + no case fans.
