i have a live cd that i know works (tried on other computer)

You're probably missing a boot flag or the image you made is corrupted and your HP can't recognize it.
Are you using LiLi USB to create that image?

This happened to me too. Then I burned an Ubuntu DVD and it worked. So my usb is probably damaged.
On my older PC I found out that it couldn't boot from anything other than HDDs. So I had to make 2 partitions. One where I'd install Ubuntu and one where I'd flash ubuntu using unetbootin, so I can boot it as live usb. Then I just installed it on the empty partition and wiped the live partition.

the corruption things sounds more likely
don't even know what lili usb is

what size was your ubuntu file
i need something under 700mb

Around 1.5G, normal Ubuntu. Unity is kinda bloated, but I think any DE would still put Ubuntu over 700MB. There's a minimal installation which can fit, but you'll have to manually download software you'd usually get pre-installed.
You can always look here:

Adjust the search as you see it fit, but note that a good OS which can fit a CD is difficult to find and most of those are either outdated or difficult to use/get used to, or give no software/DE by default making "installation progress" longer.
