I believe Silence forked Signal when Signal moved from encrypted SMS to IM. Silence then continued to focus on encrypted SMS. The Silence folk are currently working on some XMPP stuff to use when possible, and if not, fallback to SMS.
One thing to remember though is that currently they aren't intending for it to be used as a standard XMPP client so you should only consider Silence for SMS.
