the reason why nobody is giving you recommendations is because they don't believe what you have asked is possible within the 400 dollar price range, or really any price range. For exactly the reasons you outlined: gayman laptops are not meant to last, they either out of the box will always throttle their graphics component because they overheat, or they work fine in the first year but 3 years down the battery has gone down to 20 minutes of capacity, and the plastic is becoming brittle like charcoal. Long term heating of the components and the battery is going to do that to them if you keep it on as long as you would a desktop for 2-3 years. There are no exceptions. There is no solution.

Now I'm a fan of teaching a man how to fish, not to give them fish, and in this age of internet, you can even google how to fish yourself. The only problem is that the metaphorical man needs to be aware that the fishing technique in question is even in existence, before he can type it into google. So here is my recommendation, and you can google around based on that to see what is worth it for you:

To do this you would ideally build a budget pc for 400 dollars. To have success in this you need to go onto online communities that are specialized in resale of computer hardware. Be on the lookout for people selling their shit when they upgrade to the latest 1080 card or whatever. Also people upgrading cpu usually resell cpu+mobo as a package deal. To not get scammed you need a website that allows customer reviews that can't be altered by the seller.

Then you just fix one of your broken laptops. Reinstall the OS. Then, google disassembly video for your model, replace part that you think is broken.

setup 2: laptop with external GPU
you will need to check if your laptop supports this, if they don't, buy one that does. Google this shit, it sounds like it's what you want.

setup 3: giving up because you're a lazy fuck and buying a laptop.
-always buy a laptop with a exhaust vent unless you want to use it for internet browsing exclusively. 99% of modern-looking laptops have the exhaust in the hinge. They will work fine for 2 hours or so, then the graphics will throttle itself to prevent overheat.
-if you can, buy a laptop with an external battery that you can easily swap out. This placement of the battery ensures it doesn't get heated as easily as an internal battery. It will reduce in battery life over time slower.
-just because this one laptop has a better graphics component than this other doesn't mean it won't throttle its graphics due to overheat. Look up reviews.

If you're going to go through and buy a laptop, as already suggested, thinkpad laptops are sturdy enough to survive being resold without actually being shit by the time their owner wants to get rid of them T420 and X220 are popular. Get them used. There's a thread dedicated to thinkpads on this board. If you want a mac, get a secondhand 2013 macbookpro, so I've heard.
