Try turning it on by shorting the pins on mobo.

You have to give us more details anon. By "turning on" do you mean you hit the switch and after ~1 hr the fans start spinning? Or do you mean the fans start spinning immediately but the screen turns on after ~1 hr? Or does the monitor turn on as well, but nothing is shown for ~1 hr? Or does is stay on (insert screen here) for ~1 hr and then moves on? Give us info.
If your motherboard has a power switch to bypass the front panel power switch try using that.
If it doesn't have a switch on the motherboard then use a paperclip or similar to short the pins for powering on and see if that works.
That's how it goes with girls too. You try turning one on but sometimes there's a huge delay and you have to keep flicking the switch as hard as you can.
Is your OS installed on a mechanical hard drive? I'm betting that it is dying.
