It can find bluetooth devices that aren't in a pairing mode. Normally you can only "see" bluetooth devices when they're trying to pair with another device, this is so you aren't seeing all your neighbors bluetooth devices when you try to connect to yours.

This app lets you find all bluetooth devices regardless of if they're in a pairing mode or not.
