What's wrong with using boost in your project? Where is this meme coming from?

If your project would benefit from using boost, then sure, use it. The problem is that boost is a way too big library, that even split across many modules, is sometimes a bit of an overkill.

I don't think there are any downsides on the performance side, but boost is quite verbose to write code with (kinda like the std library, I guess).
Boost code is frequently integrated into the standard library (shared_ptr and thread comes to mind), and it's a good solution if other ones are non-portable. It comes down to preference, really. I don't like using it if there are other ways around it, but if it's your cup of tea...
