MPC+HC + madVR will give you the best quality possible right now.

Nowadays in madVR you just use the highest NGU setting possible for upscaling and (let madvr decide) on other option in the upscaling menu. Tick smooth motion, tick error diffusion dithering. Untick everything under "trade quality for performance". Also tick "reduce banding artefacts" medium/high. If youre lagging try lover NGU setting.

Forgot to add. Set chroma quality to NGU low/med for content that its going to be upscaled i.e 720p->1080p and HIGHEST NGU possible when there is NO UPSCALING happening i.e 1080->1080.
