How do you achieve a silent or near silent PC?

I have an i5-4460 cooled by an h60 and a sapphire r9 390 in an obsidian 350d and this shit is too loud.

I've been relegated to keep it under my desk because if the noise.

You have to use something that's low power enough that you can cool it passively. No HDDs or other moving parts. 65W CPU (35W would be much better) with a giant passive sink, either integrated graphics or the very bottom-end cards that are cool enough to be passive. Fanless PSU.
