GF's 14nm process is better for low power with low leakage
I only see one other 10 series in that table and it came out before the 1050. I can't say why they released the 1060 before the 1050 and with a different process but you can see the advantage in the 14mm just by looking at the TDP. At 75W, the 1050 doesn't even need a dedicated power cable; it gets all the power it needs from the PCI slot. Although there are lots of factors determining power consumption, smaller transistors tend to require less power.

Nvidia has some other parts sourced from Samsung as well. You'd have to ask Nvidia why, there is no readily apparent reason, so it had to have been a financial decision.
