How can anyone even survive in situations like this? I want no latency on my gaming, 4k netflix streaming...why would anyone put up with a congested connection?

LTE broadband with high transfer limits. The latency isn't actually that bad. I get around 30ms to servers in the same country. It's just shit expensive for what you get though.

I'd rather have my own connection but I know they wouldn't let this happen.

That's a very clean setup. Is that desk custom?

Who? Spess ayliums?

Your standards are too high. If you lower your demand, you can share such a connection. If you refuse to change, then it's your own fucking fault for not buying your own private connection.

pfSense with QoS
limit and garuntee speed to 1/n+1 tennents, with the leftover being for bulk traffic
Separate subnets for each tenent
And don't cheap out on the internet connection
Don't forget to come to agreement on power, otherwise your faggit roommate will be mining buttcoin
