No one has bought it from Dolby yet to put on Windows. So MS bought it to put into windows.
All that Dolby Atmos stuff can easily be done on the CPU and output to any surround sound cards.
The thing about Atmos is that it adds a few 3D positional sound sources... video games have been doing this for a decade or two anyways.
Any Headphone virtual surround using the Dolby Atmos label, likewise, can easily be done on the CPU as there are already many software implementations of this.
In fact, on Windows 10, Netflix automatically decodes Dolby Digital Live surround into 5.1 channels for you.
The key here is that MS and Netflix, etc. PAY Dolby to have this working in Windows.
This is why Linux is so far behind Windows as a multimedia OS.

My Chink phone has this Dolby Atmos thing and it makes music sound great. But what does this spatial thing have to do with music? I mean as I understand it just converts 5.1 audio to special kind of stereo, so with simple stereo musicnit should make no difference right?

With a proper software, you can emulate Dolby Atmos (TM) with it's 64 channels and hear that with your two ears. Note: headphones needed, it won't work with speakers. Just like those ASMR videos on jewtube.
Overwatch has Dolby Atmos emulation since last May when it was released. It's fucking awesome and a game changer. if you know maps well you can just stop for a second in a flank route and then tell where exactly Symmetra put her teleporter down, just from some sound fragments.
