University of Edinburgh, University of Oklahoma, Oxford University, University of Nottingham, University of Gothenburg & Chalmers University of Technology and University of Amsterdam all have university courses in Haskell intended for people who have never programmed before.

Yes, many more universities than what I mentioned has Haskell in their introductory programming course.

Utrecht University in the Netherlands has a mandatory functional programming (haskell) course in their BSc program.

Another optional course on Languages, Grammar & Compiler that also uses Haskell for everything.

I've done both... death inside already.

When Feynman wrote his lectures on physics, he wanted to change the way physics were taught on colleges. He wanted the top students to come out with a top tier base in physics and the rest of the class to know enough to get by until they had a chance to review the most difficult topics in later courses.

This is similar to teaching Haskell. The Feynman lectures tried to talk about advanced concepts (quantum mechanics) early on, while teaching Haskell early on would be trying to teach advanced concepts as well (comprehensions, monads, lenses, etc)

What happened was that the top students managed to understand everything, but the majority of the class (and it was fucking Caltech, not some random third world country like the universities named on this thread) got very lost and was able to understand less than what they would have understood under a normal course.

In Feynman's eyes, his experiment was a failure because only a handful of students got it. Teaching Haskell early on would be the same.
