With block level storage, only one device can read it at a time because any client device must mange the file system for the storage and excepting special filesystems, only one machine can do this at any given time.

With NFS and SAMBA, the file system is managed by the server, so multiple clients can request files at a given time, because the server machine will coordinate simultaneous access on the underlying file system.
