try turning your resolution down from 1080p to 1022x768. that's what it like for me to go back to 1080p from 4k. noticable pictures are an unwanted artifact of a bygone era.

R9 290s are currently the best budget card for around 100 €. They heat much but the performance is still similar.

The new AMD cards aren't that bad, more power efficient than a 970, but they only offer midrange ones.
