I think you've noticed that setting YouTube to 4K looks better than the same video at 720p. This is because YouTube allocates a much higher bitrate for high-resolution videos, and because the extra image data available for downsampling further helps compensate for losses from compression.
If you were to watch a very high quality 720p video on the same monitor, it would look exactly the same as the 4K video.

Yes and no. Yes if the TV is truly 720p, but few TVs are. Most "720p" TVs are a bit higher than that (768p) and a 1080p input will probably look marginally better than a 720p one.
A 720p display that is marketed as a "monitor" (not TV) probably really is 720p. A 720p "TV" is probably 768p.

You are forgetting to mention compression and downsampling, which together mean that a typical 720p web video looks much worse than a 4k video displayed on the same 720p monitor.
