Yes and no. Yes if the TV is truly 720p, but few TVs are. Most "720p" TVs are a bit higher than that (768p) and a 1080p input will probably look marginally better than a 720p one.

A 720p display that is marketed as a "monitor" (not TV) probably really is 720p. A 720p "TV" is probably 768p.

You are forgetting to mention compression and downsampling, which together mean that a typical 720p web video looks much worse than a 4k video displayed on the same 720p monitor. If you don't explain this then most people will assume you don't know what you're talking about, because YouTube set to 4k looks miles better than their 720p encodes.
