Can computer viruses /actually/ be removed or is it just a myth? Why does every virus removal instruction guide just tell you to download malwarebytes and expect that to work? Does anything actually fix computer viruses other than just wiping the hard drive?

Shred your hard drive and hope your virus wasn't advanced enough to rewrite the firmware on your motherboard.
Most common viruses can be removed with pretty much any anti-virus software.
For best practices it's best to format and reinstall reason being is you cant be 100% certain the software you used removed it completely.

reformat essentially means delete everything on your harddrive, and reinstall refers to doing a completely new installation of whatever operating system you choose.
