It literally is, I had this dilemma when setting up an ubuntu account on my lab's network and fixed it within minutes
This has taken 2 hours so far. For whatever reason the OS likes to make a duplicate user folder with a jibberish name and dumps all of my new files there instead

Buy prebuilt with windows 8.1
Update to 10
Dual boot linux. # disable secure boot and fast boot.
Time to install new distro. Decide to keep windows 10, even though the only time I ever boot it is to update now and then.
Decide to do clean install of win10.
Create windows10 usb install media.
Install windows10 . Try to install linux error: windows is in unstable state. efi yada yada not good
Oh, I guess I needed to enable secure boot.
Install windows again same shit. # google errors.
Install windows again. Same shit. # more google. No solution.
Burn windows iso to dvd instead of usb.
Werks.
Probably a motherboard/bios issue, but still, linux doesn't have this problem.
