Certainly not in every situation

When gaming at higher resolutions, 1440p or 4k, the difference might be smaller due to the gpu being the bottleneck, but on 1080p there can be a big difference in cpu heavy titles

Also if you do any kind of video editing, it will make a huge difference.

If you're having heat issues then just disable the turbo mode that OCs your CPU under high load

Multicore CPUs cause fuckups in old programs in general, it's not just an issue exclusive to HT. The solution is simple, set process affinity to 1. Wow, that was hard.
