if it's the latter, it's probably just dynamic dither from displaying 8bit content on a 6bit panel, that's normal

are you using VGA? use DVI
its either a monitor jack or the VGA jack, try another cable. image being offset is because lcds cant pull a start pixel from vga and need to auto calibrate, 99% sure this would be a broken cable

those colors look nothing much like what i see in the op
you get brown instead of grey, orange instead of pink, etc
check your cables/connections, try another color encoding (rgb24, yuv444p10, etc), maybe your display can't handle the current one

but it's not just the gamma, the pixels are literally offsetting themselves over a specific color range in a dynamic fashion.
